How do you get tri-pass if didn't go with bill in FireRed?

To get the Tri Pass, you must progress in the game until you get to the Cinnabar Gym. After you beat it, when you leave the gym, Bill appears and talks to you. Then he will give you a Tri Pass and sends you to One Island to talk to Celio.

There are two ways:

1. After defeating Blaine on Cinnabar Island, Bill the Pokemaniac will approach you and offer for you to accompany him to One Island to visit his friend Celio.
