How do you get volbeat in Pokemon Emerald?

In between mauville and Verdanturf town...you need cut to get to it and its closer to verdanturf between the person runner back and forth to the 2 people. itll take awhile but youll get volbeat and illumse.

To catch voltorb in emerald you need to go to the underground basement near mauville. After beating flannery mr.Watson will be in mauville near the Pokemon center. He will ask you to fix the generator and give you the key to the basement. Then you will have to take the south path to route 110. You will see a fisherman near some water. Use surf and look around eventually you will find a small island with the door to the basement. use the key and get in. Here yo will be able to find a voltorb lvl 30.
