You honestly can't but you can use my way. Have your friend spend 1np on something and then have him/her sell it for how ever much you wish to give her. Something else you can do is- LISTEN CLOSELY- is if you want to give an item to a friend put it in your shop for 1np and have him/her buy it that second!
you could donate neopoints to the money tree then have your neofriend get them --- put up a junk item for a trade have your friend get it for a unreasonable amount because you can reject other ones
