In celadon city, at the top of the city is a big building. Go in there and talk to the old lady and she will give you some tea. Then walk to one of the guards and you will be able to get past all of them. If you don't know how to get to celadon city, go through rock tunnel to lavender town then go east from lavender town and through the underground tunnel found at the end of the route there.
