You have to defeat Flannery, the fourth gym leader and earn her badge. She is located in Lavaridge city. After defeating her and exiting the gym, your rival appears and gives you the Go-Goggles. Once you have them in your possession you can go through the sandstorm. You'll find lots of secret base spots, plenty of items, and if you're lucky you'll find a tower with fossils in it. (The Root Fossil or the Claw Fossil, you have to do some Mach Bike puzzles to get to the top, where you can pick one and go to Rustboro to get it revived into a level 20 Lileep or Anorith, respectively.)
After going to the sealed chamber and solving the riddles there you can go to the desert and when inside read the braille and try doing the following: Go to the middle and use fly if it doesn't work go back to the braille and read it again then press Right, right, down, down then use strength it should open now.
