Go to Fuchsia city and walk north through the zoo (cut helps but is not essential) when you cant go any further north you should be in front of or just to the side of the safari zone entrance
The Safari Zone is placed in Fuchsia City. To reach Fuchsia City you must first obtain the PokeFlute from Mr Fuji in Lavendar Town by taking care of the Rocket Grunts in Pokemon Tower along with defeating the Marowak Ghost. Once you receive the Flute go to Celadon City and go west onto a Route where you will find a Snorlax press the A button on it and play the flute. Snorlax will awaken and attack now you can capture it or defeat it to get past it. Once completed go inside the big building past where Snorlax was and you will appear on Cycling Road. Go all the way down until you reach a dead end now turn right into the big building and you will appear in Fuchsia City. The Safari Zone is at the top of the city it is a fairly large building you cannot miss it.
