In Pokémon X and Pokémon Y there is only a way for Pikachu to learn Present via breeding which you can do by placing a female Pikachu (or Raichu) into the Daycare along with a male Delibird that knows Present and at that point it will hatch into a Pikachu that knows Present and then you can trade the Pikachu that knows Present only to either the Pokémon Omega Ruby or Pokémon Alpha Sapphire and you can use the Move Tutor that is on the Battle Resort island in order to teach Iron Tail to it and then you can trade it back.
In Pokemon X and Y, Pikachu learns Present and Iron Tail naturally or by your doing. You can either teach them through HMs, or allow him to level up enough to learn the abilities. You are not likely to have him naturally learn Iron Tail until after evolution.

Unfortunately pikachu can not learn volt tackle in Pokemon yellow or iron tail as none of the moves were created yet but you could get it by hacking which isn't the best idea as the older games are not as sturdy as the newer games but on serebii I saw something about a light ball on there you should check it out!
