There is no way to get it (at least at Pearl), but you can migrate it from Pokemon Ruby, Sapphire and Emerald and maybe LeafGreen and FireRed. Or you can migrate Natu.

∙ 13y agoyou ned to get natu in route 224 swarming (you need to get the national pokedex first.)and you will find natu. then you need to evolve it and you got a xatu.
