How do you learn fly in Pokemon emeral?

You have to obtain HM 02 (Fly). Here are its locations depending on the version you're playing:

Red / Blue / Yellow / FireRed / LeafGreen:

Route 16 (cut down the tree above the guard's house).

Gold / Silver / Crystal / HeartGold / SoulSilver:

Cianwood City (talk to the woman standing outside the gym after defeating the leader).

Ruby / Sapphire / Emerald:

Route 119 (given to you by your rival near the weather station).

Diamond / Pearl / Platinum:

Galactic Warehouse (in a room, between two blue boxes).

once you have the petalburg badge from your dad, and surf from wally's parents, go to mauville city and go east, Surfing over the small stretch of water. Progress up that route, past the weather institute, and not far before you reach fortree city, your rival will battle you. After you beat him/her, he/she will give you the HM Fly!
