There are a couple of ways to evolve Dragonair faster by leveling it faster. One method is starting a battle with it against a higher level Pokemon and then swapping out to a Pokemon that can easily handle it. This will give Dragonair most of the experience along with a boost since it was a lower level than the defeated Pokemon. You can also give the Dragonair a Lucky Egg to hold. The Lucky Egg gives the holder 50% more experience from battles. Lucky Eggs are rarely held by wild Chansey. With the Lucky Egg you can train Dragonair against wild Pokemon or use it with the above method for lots of experience.
