A digimons level limit is judged based on its aptitude (check this stat is digi stat screen) if it has to low of aptitude digivolve it then degenerate it so it can level up higher

No. While Hackmon is indeed stronger than the usual Rookie Digimon, his limit is the Ultimate level, and even then he doesn't straight up beat them, just able to hold his own. The Dark Masters are all at the Mega level, that's too much even for him.
