Bottled Faeries are battledome equipment. Different faeries give different damage. The link below is to a page on a website with details on each different type of Faerie. The "level" on the side just means what power your neopet will have if they are equipped with that faerie, and are at that level. E.G: Air Faerie, your neopet is level 17. It will be able to use "Dive" and possibly all the other options.

Leveling up your neopet increases the cap of how far you can train its other stats (such as hit points or defense). At certain levels, you also unlock the ability to gain new faerie blessings.
