Well, the elements of a regular comic are needed. So first, make sure you space the panels correctly so that you have room for what you are to draw. (Ex. a crowd of ponies will require a bigger panel then one with only a single pony) Then, create a sketchy start to the panel. Lightly sketch out everything that you wish to be in the panel. Then you can add colour. Make sure to try and stay accurate to everypony's colour scheme unless you are making a comic with OC's. You'd want to erase all the guidelines BEFORE you colour the drawing in. You can make the comic by hand or digitally, with the help of a tablet and computer. (However I recommend you draw the guidelines by hand and then colour them digitally.) You may want to go over the finished product with ink. If you have chosen to make the comic by hand, a black felt tip pen will do. However, sharpening the drawing with ink is not always necessary. If you are using a digital tablet just go over the finished comic with black. Try not to make the lines too shaky and give your comic a title and maybe number the panels so the reader may understand where they can proceed to read from. You may want to number the pages too. However, this is only if you're trying to produce more than one page. Also, if you are confident that you have drawn the panels in a fashion that makes it easy for the reader to know from which direction to read from, then you shouldn't have reason to number the panels.
