simple...you have to make eevee happy during the day time.to do this simply use eevee in battle during the day and keep training it during the day time.after a couple of levels it should evolve into espeon :)
* Actually, you could also give it vitamins, go to Veilstone or the Resort Area (after beating the E4) and give it a massage once a day, or walk/bike all over the place with it in your party [[though the walking/biking thing takes a while... =/ ]]
