In Gold, Silver and Crystal, the Master Ball will be given to you by Professor Elm after you defeat Clair, the eighth gym leader in Johto. As soon as she gives you the Rising Badge and you exit the Dragon's Den, Professor Elm will call you to congratulate you and ask you to stop by to give you the Master Ball.

∙ 13y agoAfter you defeat Clair, the Dragon trainer, and she finally stops PMSing and gives you the Risingbadge, Prof. Elm will call and tell you to come by the lab. When you get there, he has a masterball for you.
You can have a Pokemon hold the masterball and use the cloning glitch to get more, but this is somewhat tedious (but less so than chucking 99 ultraballs at Ho-Oh, am I right?), and may cause data corruption, destroying your save file (I've done it hundreds of times, with no problems, except that once a PP up turned into an HP up, lolwut).

∙ 12y agoeveryday if you listen to the lucky number channel, they will list the lucky numbers (trainer ID numbers) if your Pokemon match all 6 of the number you can go to the radio station and pick up a master ball as a prize. the matching Pokemon must be in your party when you go to the radio station
