Buneary cannot be evolved from level.It is evolved from friendship.Here's a list of things you can do to make it evolve:

1. Make it win a lot of battles, and make sure it holds a soothe bell.

2. Take it to the massage woman in Veilstone city, to make it happy.

You have to get its happiness all the way up in the day time. To get its happiness level up, enter it in lots of battles--but it cant faint or get too damaged. I'm still trying to evolve mine (its like level 30) -.-' The process is a pain.
