Most often, it's the berry you use to make it. The rarer the berry, the higher the level is (usually). It also depends on how fast you make the poffin, and how many times you let the poffin burn or overflow while preparing it.
If you are wanting to get shiny/smooth fur for the Pokemon contests or just for the sake of it then you need to feed them poffins with a high smoothness level.

feed it dry poffins. but make sure the poffins are levels 30 or so or it wont work. when it wont eat any more level it up. if it doesnt evolve then the poffins were too weak
