It depends on what difficulty setting first of all. At the hard level enemies almost never surrender. At easy its well easy to make the surrender.
Shoot close to the enemy like at the ground or around his body but not at him. Also try shooting his weapon out of his hand. This is difficult but you have to shoot at his hands. If you need the person's uniform don't shoot him at all. Stick to method one and just shoot around him. If you get blood on his uniform you can't put it on.
There are a few enemies in the game that surrender more easily than others. Like the painter in the solo mission where one character goes into the German base. Another in the iceberg mission, and another one in the mission Babes in the Wood where you need the drivers uniform.
