No. In order to make a legal deck, there must be a minimum of 40 cards in it; however, there is no max. You are also allowed to make a side deck with exactly 15 cards with which you can modify your current deck between duels. You can also have an "Extra Deck" which contains all your fusion and synchro monsters, but I believe you can only have 15 synchros or less. Hope that helps. ^-^
