You can make Pokeblocks at most (if not all) of the Pokemon Contest buildings. Inside, there will be an old man, standing around a grey machine. Speak with him to start blending Pokeblocks*.
*P.S: If you haven't gotten a Pokeblock Case, it can be acquired at the Contest building in Slateport City. Speak to the small girl, and she'll give you her extra case.
P.P.S: If you've never blended a Pokeblock before, ask the old man for a tutorial.

∙ 12y agogo to the vendanturf town near the mauville city and there beside the cave is the Pokemon contest go in and beside the PC there are 2 box type things go to the box where the old man is standing after that choose the berry from which u want to make the pokeblock.
