You can catch the Red Gyrados (obviously) at Lake Rage, besides that, it's luck of the draw. The chances are 1 in 8,192, even if you battle 8,192 pokemon, or hatch 8,192 eggs it still is not definite that you will come across one. They are very rare! If it makes you feel better though, I did catch a shiny Tangela at Mt. Silver.
