To Mega Evolve, you must first obtain the Mega Ring and Key Stone key-items and the Pokémon in question must hold its respective Mega Stone (e.g. Blazikenite for Blaziken).
You'll receive the Mega Ring from Korrina at the Tower of Mastery, which is near Shalour City.
