You cannot get Red (His anime counterpart is Ash) to talk to you in soulsilver, or the original game for that matter. He doesn't talk to you because if you've played a game that the player character is Red, he doesn't talk, so that is reflecting the part of his characteristics of him, and other player characters, that they don't speak.
