what you do is that you have to do deafeat the sixth gym (the guy with steel Pokemon) and then you will hear an explosion, go outside and the professor with his assistant (whatever you called him/her) and then you go to the lake, they gys are gone but team galactic will be there and have around lvl 37-39 Pokemon (THIS IS EXCLUDING THE BOSS).
