Red Gyarados is just a shiny Gyarados. I think the only way to get it is fish or surf for quite some time, only about 1 in 8000 (or close to it) appear. Use the TM False Swipe to make sure you don't KO it and paralyz it so it's easier to catch.

∙ 14y agoThe red Gyardos is actually shiny Gyardos. You can leave a gyardos from Kanto Or Hoenn with a gyarados from sinnoh at the daycare to increase your chances of the new magikarp being shiny. You could also use action replay.(Shiny Pokemon Code and Pokemon Modifier Code). The other way is fish for a shiny Magikarp. Then when you evolve a shiny Magikarp it will become shiny Gyardos.
