The only way to get a chocolate neopet is through the Secret Lab Ray which is acquired via putting all the Secret Lab Ray map pieces together.
You get the map pieces through random events, however if you look for them in the Shop Wizard they sell for 29,000np+ ( <--recently I've seen them for that price though). I hope that helps some :) Good luck, I want a chocolate pet too!~
