You select your bag, then switch over to Key Items. Scroll down till you see the Bicycle (if it's not at the top already), select it, and then tap 'Use'/'Ride' with the A button.
The Bicycle can be registered as a quick key item, which makes it faster to access your bike. You go back into your bag to where your Bicycle is at, then tap it with A again. You'll see the option 'Register'. After you select it, you can press 'Select' and the Bicycle will be accessed faster.

∙ 11y agoYou pass all of the police at the crossings by going to Celadon City. Once in the city, go into the tall building and talk to the old women with the Pokémon by her. She'll tell you something about having a warm drink, and she'll give you some tea. Go to the crossing area that goes into Saffron City and the guard there will say something about being thirsty. You'll give him the tea you got from the old women and he lets you pass. He'll share it with all of the other guards and then you're okay to go through the buildings.
