When you use dive in that small place west of Pacifidlog Town, you will find Braille. It says something like "Go Up Here". So go up and you will be in the Sealed Chamber. Basically, in there it says the Braille alphabet on all of the stones, from left to right, plus on the far right there is a period and a comma. What you want to do is use the move Dig at the top of the Braille puzzle, and then a giant hole will pop up! Go inside and there will be 6 big stones that explain about the Regi Trio (as Regigigas is not in this game). Just skip those and go to the top of the room and there will be MORE Braille! For starters, you need a Relicanth and a Wailord for this part. Put Relicanth at the front of your party and Wailord at the end of your party (it might be the other way around). Then press A on the Braille and an earthquake will happen. This unlocks the 3 Regis!

Well... In FireRed and LeafGreen, you cannot actually catch Regice without using cheats. The only way to legitimately catch Regice is to have Sapphire, Ruby, or Emerald. In one of those games, you need to have a Wailord and Relicanth. You also need to know how to read Braille. You follow the instructions in the underwater cave southwest of Sootopolis. Then you simply go west of Petalburg, surf westward until you reach a cave. Inside, you follow the instructions and it opens up the path to Regice. It is at level 40 and is an Ice type, so be prepared. As it is a lengendary, it is significantly harder to catch than most pokemon, so bring a lot of ultra balls. I recommend putting it to sleep.

The dots you speak of is actually a language for the blind and it is called Braille. You can search "How to read Braille" for more information. The dots on this door say the word "CUT". If you use the move Cut on the door, the door will open.
