You have to release a Palkia, Dialga and Giratina all at the same time in the release station. Then you will get a message saying they left a mewtwo ticket; pick it up (You can only have one ticket at a time, so make sure you don't have any other tickets with you). You then go to the recruit station(Peferably the highest level one you have so mewtwo will be a good level) a new option will appear saying recruit using ticket, select this.
