Here you can beat the gym leader where you need strength (which you get in olivine city in the house beside the pokecenter, talk to the guy with blue hat). Afterwords, talk to the lady outside to get Fly and teach it to a pokemon. Before leaving Cianwood, enter the house southest in the city. Talk to the guy and he will give you the secretpotion. Now you can fly back to Olivine City (to fly, click on pokemon in menu and click on the pokemon that knows fly and choose fly and the city where you want to fly). In olivine city, talk to Jasmine again and she will go back to the gym, which is above the pokecenter.
