Examples of forming this certain bond are letting your Pokemon battle, not letting them faint, etc. I'm assuming you're trying to evolve a Pokemon with happiness, so I would suggest training your Pokemon well.
The Japanese name for "Blissey" is "Hapinasu" (Happiness).
