all you have to do is go to the bottom of the sea floar ( wich is mantyke) it really dosent make sense. after that go with your mantyke (mantyke has to be the only Pokemon in your party) and then boom you win
You need to push the rocks using STRENGTH from the bottom up. Make a hole big enough for one stone at the time and push the two at the furthest back first, moving on to the middle ones, and at last the ones at the top.
In the middle of all this, you must remember to check and think if you've done it right. If you find that the stones are blocked by something (which is usually the cause to why the puzzle wont be solved) you will need to simply exit the cave, and re-enter it, which will reset all your moves on the rocks.
Re-visiting my answer, I find that I might not have been specific enough about which puzzle my answer was given to, since there are more than one "rock-puzzle" in FireRed (e.g. the ones in Seafoam island). My answer, however, was specified to the puzzle on ISLAND SEVEN in Sevault Canyon.
Lastly, heres the actual guide to clearing out the cave:
using strength, push the top middle boulder all the way up onto the hole. Next you will need to push the other two boulders to the upper left and right holes. Then push the bottom row of the bottom boulders to their corresponding holes, before proceeding with the last two boulders and doing the same for them. If you have done it correctly, there will be an earthquake.
On the big ice puzzle, go to the floor above the ice and push all of the rocks using strength through the holes in the floor, then use them to pass it.
