You can obtain specific cards via their passcode under the "Password" section. Note that all monsters with a Ritual Spell Card cannot be obtained as a card by themselves via password or as a Spoil. They can only be obtained by using a cheating device such as Codebreaker or Gameshark.

No, because it wasn't 'properly' special summoned. To be able to special summon a Ritual Monster from the graveyard, it has to be initially summoned by Ritual Summon. Ritual Foregone does not Ritual Summon.
