Plain and simple, the idea behind the packs is that you have no idea what is inside it. Some people have the idea that there are codes on the packs that tell them what is actually inside, but the truth is that's only on certain blind bags of lesser quality, and was never a feature on any TCG. even in the beginning days of Magic the Gathering, and certainly not now, there are no codes for telling what is inside a pack.
Your best bet for getting a full art? The secondary market. if you want the rare you gotta pay for it. That's either pay it to the company by buying lots of packs, or pay it to the lucky few who got it and are willing to share for the right price.

Full party means you have 6 Pokemon with you. Go to the PC at any Pokemon Center and deposit one of your Pokemon. The only times you will see this is if you are about to receive an egg or a new Pokemon.
