In Castelia City, on the road leading to Route 4, there is a building that goes up to the 22nd floor. There's a sceintist there that will ask you for words. They are "Everyone Happy," then "Simple Connection." He'll give you the Relocator. Now on the main menu, you can access the relocator, which doesn't only let you transfer Celebi, but Raikou, Entei, Suicune, and the lock capsule as well.

second you need to unlock the relocater function
to do that there's a man in one of the buildings in castelia city you need to tell
everyone happy simple connection
then use the relocater to send celebi over
then also in castelia go to the person reading a story (about zorua) to another person and talk to them with celebi in your party( and an empty space)
then they will give you zorua
