First you need to have the National Pokedex. This can be sucessfully obtained by completing the Sinnoh Pokedex. Once you finish the Sinnoh Pokedex, go to Prof. Rowans Lab. When he asks you if you want him to check your pokedex, tell him yes. When he exclaims that you have completed the entire Sinnoh Pokedex, Prof. Oak will come in. He will see you have finished the Sinnoh Pokedex, and will upgrade it with the National Pokedex. He explains he is here because he heard Pal Park opened. Bingo! That is your ticket in to transfering Pokemon. Pal Park is where you can transfer Pokemon from your older games (In your case, Emerald) to your newer, updated game Pokemon Diamond/Pearl. Pal Park is located on Route 221. (You can find it on your map. ) Once you visit there, It will be permanently known as an area you can from there on, Fly to. (So you don't have to do all that Surfing every time you want to visit it!) There you are allowed to pick 6 Pokemon from your old game to transfer to your new game.
