You can't, but a friend may be able to if you DS download play. It's a very quick trial though. If you really want to play as her, you must beat Mashtooth at least once. Then you will unlock Pufftop. There you can only play as Starly. If your talkling about the pause screen, just go to costumes and press select. Starly will now be wearing whatever Starfy was just wearing.

You can change the person that appears on the pause screen from Starfy to Starly. You just have to go to costume, and press select. Starly will now be wearing what Starfy was wearing (This works the same way to return the person back to Starfy). Note: The costume may look different on Starly because some things were edited so they would look good on her so don't expect the same thing Starfy just wore. That's the whole mystery of it.
