How do you turn on the power in heart gold to go in the train satation?

to ride the magnet train, you need to fix the power plant near cerulean city (kanto, after beating the Pokemon league [indigo plateau, all you need to do is go east (right) from cerulean city, then you should find water, surf on it (you need HM Surf and to defeat a certain gym leader), go south (down) and you should find the power plant.

go inside, talk to the manager, leave the power plant, and you will hear a conversation, it's about a thief that robed an important part of the machine in the power plant, and that he has been seen near the cerulean city gym. enter the cerulean city gym, and you should find the thief, chase him through nugget bridge (the golden bridge north [up] of cerulean city), and he will battle you. once you defeat him he will say that he hid the machine part near some inner tubes in the gym. go to the gym and search the inner tubes. after that u can follow the road through the nugget bridge, where you will find bill's house in kanto, and misty, who will go back to the gym where you can battle her. but, if you want to ride the magnet train, return to the power plant and give the manager the machine part, he will give you the TM charge beam, then all the electricity restored, though you can't ride the magnet train yet, you need to obtain a pass from the copycat gurl in a house in saffron city. talk to her and she will say that she lost her doll. go to vermilion city, once there enter the Pokemon club, and you should find a guy with a clefairy doll, talk to him and he will give you the doll. once you have he doll, talk to copycat to return her the doll, and she will give you a pass, which you can use to ride the magnet train!

you have to beat the Pokemon league then go to kanto while there go to route 10 and past the rock tunnel until u come to a river then surf downward until you see the power plant talk to the fat dude aka the manager then after you beat misty go to the gym and in the top eastern bouy and you will find a machine part then go back to the power plant and talk to the manager and he will give you the TM charge beam and you gan go on the magnet train now after you go to saffon city and go to the copycat and get information that she lost her pokedoll then go to vermilion city and talk to a guy in the fan club or something then you get the pokedoll then go back to copycat and she will give you a magent train pass

extra info: after you defeat red aka better verson of ash you can go to the power plant and get zapdos also you can also go to lavender town and talk to a guy with a hat in the radio tower and get the EXPN card to tune into kanto radio station
