Then once you have done the steps
1) Enter Pokemon number and PRESS L (59) 1-493
2) Enter level of Pokemon (100) 1-100
3) Enter nature of Pokemon (0) 0-25

You do need the national pokedex for the Pokemon modifier. the Pokemon modifier uses the national pokedex numbes. you can not use the sinno pokedex.
