You need to battle/catch the Red Gyarados then you see Champion Lance in the South of the lake. You talk to him about doing a mission. You go back to Mahogany Town then you go to the Souvenir Shop. You see Lance fighting a guy with his Dragonite. Then he pushes a Golden Closet. Then there is some strange stairs. That is the way to the Team Rocket heaquarters.
