I can't guarantee this, but it worked for me on Riolu in Pokemon Diamond. Have the Pokemon you want to evolve through Friendship/Happiness hold the Soothe Bell. Then buy some vitamins (like Iron, Calcium, Protein). It'll probably take over 10, which can get VERY expensive, so I hope you've got money. Then it should just be a matter of leveling up, UNLESS that specific Pokemon has special conditions to evolve. For example Riolu only evolves during the day when it's happy enough. Hope that helps.
