Roselia evolves with a shiny stone. Into a roserade. Very strong. Mine evolved when I used it but my friend gave me the budew on level 5 leveled it up since. Kinda still doesn't follow orders though...
You have to evolve it with a shiny stone, it does not evolve by leveling up.
Roselia does not evolve at lv. 28. It evolves either one level after 28 or more. Once you get it past 28, you have to give it a shiny stone and it will evolves into Roseraid.
