Bat-man does not have super powers. He is a normal person just like you and me. What makes him a hero is that he is willing and usually able to do things that other people wish 'someone' would do about the crime and corruption around them.
His "powers" are all things that almost any person could achieve with enough will-power, time and effort. His strength is not super-human, but actually achievable through working out with weights, resistance machines and lots of reps of otherwise simple movements.
His agility is due to years of training in various Martial Arts including karate, judo, krav maga and ninjitsu (as highlighted in the movie 'Batman Begins'). Almost anyone can master one or more of those techniques if they really want to.
His 'flying' is really more like gliding and is partially due to his agility and strength making him able to jump high and far (but not really any higher or further than your average Olympic athlete or circus performer). This is then augmented by his cape which (how exactly it works depending on the comic or movie) is able to be temporarily trans formed into a glider wing. These days, some stuntmen and daredevils have made real-life suits that have flaps between their arms and legs that let them glide short distances kinda like the 'flying' squirrels do.
The closest thing Bat-Man has to 'super powers' are his intellect and his bravery. But really, anyone (regardless of physical ability) can become really smart by doing a lot of studying and talking with a lot of wise people. Absolutely anyone can also become very brave. There are many ways to develop bravery, but most of them boil down to convincing yourself that death doesn't matter. The worst thing that can possibly ever happen to you is being killed. However, if you believe that death is not a terrible thing but simply part of human existence that is inevitable anyway (simply a matter of when, where and how), then there is nothing to fear. There are millions of examples of bravery of different sorts every day. Whether its a soldier or policeman diving into the line of fire to rescue a comrade or innocent civilian or a young man accepting the responsibility of raising his child (pretty scary stuff let me tell you), it takes an equal amount of guts and a willingness to risk ones own self for the benefit of others.
Come to think of it, that is really at the heart of who Bat-Man is. Just as Santa Clause is a symbol of generosity and the Christmas Spirit (giving to others whether they deserve anything or not, just because you love them); so Bat-Man is a symbol of self-sacrifice and bravery.
I think that Bruce Wayne had all of the mental characteristics that he would later need to become Bat-Man from a very early age (the physical came later through training). All of us have the potential to be wise, clever, inquisitive (the detective part of Bat-Man) and brave. As far as the impetus or catalyst that 'made' Bruce develop his natural abilities to the peak of perfection was the death of his parents.
His mother and father were robbed and then gunned down in cold blood right in front of his eyes when he was a kid. This trauma is both what drives him and what is his 'Achilles heel' that his enemies try to exploit (kinda like Superman's Kryptonite issue). The Bat-Man universe is really more about the emotional and mental battles within our own minds than it is about the physical fights. Almost every one of the villains in the Rogues Gallery has at least one mental 'issue' or another.
When Bruce turns to the legal system to find justice for this crime, he discovers that the justice system in Gotham City (not a real city, more of a character in itself and a metaphor for all that is wrong with cities in general) is so corrupted that you can't get anything done if the criminals involved know the right people. The last straw is when he finds out that even the police department is corrupted and won't do anything about it. As often happens in stories about heroes, there is only one person (Bruce in this case) who is able or willing to solve the big problem. So he travels the world to develop his 'super powers' to solve the problem himself.
Bat-Man is in good company with many other heroes (some of whom Bob Kane credits for being the inspiration for the character in the first place) including Sherlock Holmes (his detective skills and semi-professional relationship with the few non-corrupt members of the police); Zorro (one of the most obvious influences. In fact, one of the earliest back-stories of Bruce's parents murder happens after they've gone to see Douglas Fairbanks in 'The Mark of Zorro'); The Count of Mote Christo and The Scarlet Pimpernel (two even older 'Zorro-like' heroes upon whom many modern-day heroes are based); and Ivanhoe (the prototypical heroic knight who helps the downtrodden) among others.
So you see, aside from the gadgets (which are mostly introduced to help Bat-Man deal with the increasingly outlandish enemies (got to keep raising the ante in the comic book business to sell new comics) and to add variety and surprise to the books), anyone can be Bat-Man. You just have to be willing to work at it.
