you must first make it really happy and then level it up to 30 then it will evolve into togetic then you use a dawn stone to evolve it into a togekiss enjoy the new Pokemon you can also try talking to your togepi alot that seems to work some times.
AnswerTogepi can only be evolved if it has true happiness. You could raise it's happiness level by giving it massages from that girl in Veilstone City. You could also go to that spa in the Resort Area. Give it a Soothe Bell and then keep it in your first party. Once it has true happiness you can level it up and then it'll turn into Togetic. Togekiss will appear once you have given Togetic a Shiny Stone. Which can be reached at the end of Iron Island. Hope I helped!well my togepi evolved at level 15? xD
