Ok, pichu can learn volt tackle. But, you cannot teach it. First, get a female pikachu (You can tell by the tail) Next get a ditto. Then, get a light ball and give it to the pikachu (usually if you go to the old man's garden, and get a pikachu, it will have one) And last, breed the Pokemon together in the daycare, once you've gotten and hatched the egg, the pichu will have volt tackle.
