For one, Katniss always questions whether Peeta meant to burn the bread or not.
Also, this is where you can see that a relationship is being built between Peeta and Katniss. The meaning is ambiguous, and it has multiple ways one can interpret it. However, at the same time, Peeta and Katniss' relationship is also quite ambiguous.
