Well there are two ways to raise a Pokemon's happiness. First would be to just use it in battle a lot. Level it up as much as you can and don't let it faint. You can train on wild Audinos in shaking grass as they give out a lot of Exp. You can also go to Castelia City and find a lady in one of the buildings (I'm sorry I don't remember which one specifically) She should be on the first floor and she will massage a Pokemon once a day to boost up their happiness and once you do that once or twice and level them up they should be able to evolve.
