He has two tails, which spin around like a helicopter rotor. He uses this ability to propel his self forwards or upwards.

How he does it:

His tails are very unique. They are very dense because of the quantity of hair and the forces they have to deal with, strong, flexible so they can complete a revolution without the stiffness un-balancing his flight/movement and big because they just are. They are also cute and fluffy.

People may think that when Miles spins his tails, they can tangle up and prevent flight/movement. They didn't consider the fact that Mr Prowers' tails are not exactly joined to tails backside like a finger on a hand.

His tails have bone and muscles in them. The tail muscle is attached to a special ligament in Miles's backside which is loosely connected to allow rotation. The skin connecting the tails to his backside is very flexible to allow his tails to rotate. The mechanism works similar to the wheel of a car.

The tire of the cars wheels is like the skin and hair of the outside of the tails's connection to Miles's backside, the metallic wheel plating is the ligament and tendons that connects the tails's bone and muscle to his backside and the thingy that connects the wheel to the car is the muscle that attaches the ligament to his backside. The tail's hair and skin do not rotate though. They are held in place. Only the muscles and bones in the tails move. Without the bones and muscles in his tails, there will only be a flexible bag of skin and hair. His tail skin is loosely connected to the tail muscles to allow no skin ripping from the muscles.

For example, make a fist with your hand but let only your index and middle finger out making a 'v' shape. This will be hand 1. Get your other hand (hand 2) and with your thumb and index finger, make a ring around the bottom of your index and middle fingers of hand 1 (opposite the finger nails, but near the knuckles). Now rotate your middle and index fingers of hand 1 like Miles's tails. Hand 2 is acting as the skin and hair connection of the tails and the backside and hand 1 is acting as the muscles and bones inside the tails. See how the skin is not moving but the muscles and bones are? Well thats how he flies. Just do the example with your fingers, but thousands of times faster.

And there is my explanation i painfully typed because my english is not so good. This is the most realistic possibility i can come up of.
