The baker -- Mr. Mellark -- is one of the wealthier, upper-class citizens of District 12. Katniss states that most of these well-to-do have blond hair and blue eyes. Also, his son Peeta had blond hair and blue eyes. This strongly suggests that the baker, too, resembled one of the wealthier people and had blond hair and blue eyes.

∙ 12y agoIt is a gift to Rue from her District. They send it in on a little silver parachute, just like every other gift to the tributes. Since Rue is dead, however, it is given to Katniss.
