Well it doesn't say that she loves it or hates it, but she pretty much hates it. She hates the Capitol, not District 12 or any of the other Districts (1,2,3,4,5,6,7,8,9,10,11,and 13), but she really hates President Snow, I mean obviously especially since she was gonna kill him. And she hates how Panem runs pretty much, with the Peacekeepers and the Capitol, The Hunger Games. But she doesn't have hatrid to Panem itself I don't think

A prime example is the way the people of the Capitol treat the people of the Districts,particularly people from the lowest Districts on the food chain,10,11,12. I don't know if you have read the books or seen the movie,but if you have seen the movie,notice at the tribute parade Katniss and Peeta join hands and hold their arms in the air. Caesar Flickerman makes a comment along the lines of:'See I LOVE that!Two young people,holding their arms up together to say we are PROUD to come from District 12,we WILL NOT be overlooked,I love that!"
